The EU is short 390,057 truck parking spaces today. Here is what the official count shows, and what it means for the next stop on your route.

The headline number: 390,057 spaces short
The European Commission's 2025 Safe and Secure Truck Parking Areas (SSPA) study, carried out by Panteia with ESPORG and TiS and tabled at the European Parliament's TRAN committee in June 2025, put the EU shortfall at 390,057 truck parking spaces, spread across roughly 3,250 parking areas. That is the gap between how many spaces exist today and how many the freight network needs. The same study projects the shortfall will grow to about 483,000 spaces, roughly 4,025 areas, by 2040 if supply keeps pace with today's build rate rather than closing the gap. The largest gaps sit in France, Germany, the Benelux countries, Central EU member states, Spain and Italy, the corridors that carry the heaviest cross-border freight volumes.

The supply pyramid: how much of it is actually secure
Counting total spaces hides the real question, which is how many of them are safe to leave a loaded trailer at overnight. The EC study builds a pyramid: about 380,000 total truck parking spaces exist across roughly 6,500 areas EU-wide, largely inventoried through OpenStreetMap data. Of those, only 60,816 spaces offer more than basic provision, meaning some level of security or service beyond an open lay-by. Only 23,651 spaces are certified secure under any recognized standard. At the top of the pyramid, just 4,943 spaces across 35 sites carry certification to the EU Parking Standard itself, the strictest tier the study tracks. Each step up the pyramid strips out spaces that do not meet the bar, so the certified count at the top is a small fraction of the total the industry counts as parking.

Where the gaps are, and the crime data problem
France, Germany, the Benelux countries, Central EU member states, Spain and Italy carry the largest shortfalls, the same corridors that carry the heaviest cross-border freight. On cargo crime, the study is upfront about a gap in the data itself: no comprehensive EU statistical instrument exists to measure freight crime, so there is no official EU-wide count to weigh against the parking shortfall. The best available snapshot comes from TAPA, the Transported Asset Protection Association, which recorded 4,810 reported cargo crimes across its EMEA membership. That number is a reported-incident count from one industry body, not a full EU census. The study calls the missing comprehensive instrument a decision-making gap for policymakers, not a solved problem.

What this means for a driver planning tonight's stop
The shortfall numbers describe supply across the whole EU network. What a driver needs on a given night is narrower: which stops on this specific route have space, and which of those look after the load. Methodology and sources
The EU-wide figures on this page, the 390,057-space shortfall, the 2040 projection, the supply pyramid and the TAPA cargo-crime snapshot, come from the European Commission-commissioned Safe and Secure Truck Parking Areas study, carried out by Panteia with ESPORG and TiS, dated January 2025 and tabled at the European Parliament's TRAN committee on 24 June 2025. The full report is linked below. We have not recalculated its figures, only summarized them. The route-level figures are ours: 59 corridor stop files covering 584 curated stops, of which 9 are tagged as a dedicated truck-stop kind across 8 corridors (Dutch A2 and A12, Belgian E40, E17, E19, E25 and E411, and the UK M40). Of those corridor files, 13 stops list a shower amenity, 13 list a secured or fenced-parking amenity, and 12 list an ADR marker for hazardous-goods handling. That is what our curated dataset contains today, not a claim about total European supply, and the count will grow as more corridors get added.
